Ra'fat is a patriotic man with a prominent position in the ruling party. Due to a similarity in names, he is chosen to be a minister in the new government instead of a Cairo University professor. To save face and avoid a scandal, the new Prime Minister allows Ra'fat to stay with the hopes of removing him during the first government shuffle. However, the new Minister works diligently to earn his position and ends up the most powerful figure in the government. Is this power worth the price he has to pay?
